This " Small primitive tribes" you talking about may very well be any country in the world under specific condition. If a border country will invade yours for example and military forces have authorisation to start the genocide this kind of crimes agaisnt humanity will likely to repeat independent of you considering them "a civilise country" or "true europeans or north americans"like Georgian for example started the genocide and ethnic cleansing in South Ossetia.
